BACKGROUND:

San Mateo County currently has a Local Hazard Mitigation Plan, which establishes procedures and protocols to minimize the impact of various disasters. However, there is a pressing need to further enhance the County's preparedness during emergencies. To achieve this, the development of a Comprehensive All Hazards Evacuation Plan is imperative. This plan will establish protocols, policies, and procedures associated with disaster response as it pertains to a variety of emergency situations, to further safeguard the well-being of our community. The Comprehensive All Hazards Evacuation Plan will be used in conjunction with the Local Hazard Mitigation Plan.

 

DISCUSSION:

The County of San Mateo requested proposals the through an RFP process. Upon review of the proposals, Witt O’Brien’s was selected. They have extensive expertise and experience in this field, and will ensure that the plan is comprehensive, effective, and aligned with best practices.

 

FISCAL IMPACT:

The term of this agreement is from November 1, 2023 through January 31, 2025 for an amount not to exceed $348,570. This agreement is funded entirely by Emergency Services Council JPA funds, which have been included in the FY 2023-24 Adopted Budget. There is no Net County Cost.
