Adopt a resolution authorizing an amendment to the agreement with California Mental Health Services Authority for the Mental Health Services Act Innovation Program, extending the term of the agreement through June 30, 2022 with no change to the maximum amount.

BACKGROUND:
On June 25, 2019, the Board approved an agreement between Behavioral Health and Recovery Services (BHRS) and California Mental Health Services Authority for the Mental Health Services Act Innovation Program - Tech Suite, now known as Help@Hand, for the term July 1, 2019 through June 30, 2020, in an amount not to exceed $2,452,525. Help@Hand is a statewide collaborative created to determine if and how digital applications (apps) for smartphones and other mobile devices fits within the behavioral health system of care.
DISCUSSION:
The California Mental Health Services Authority (CalMHSA), a Joint Powers Authority, was created by Counties in 2009 to jointly develop and fund mental health services and education programs. Currently, the CalMHSA acts as the fiscal and administrative agent for Help@Hand. As the fiscal and administrative agent, CalMHSA manages funds and provides regular fiscal reports, plans and updates to counties, stakeholders, and state agencies about Help@Hand. BHRS and community-based organizations coordinate local Help@Hand activities, including Help@Hand outreach, technology app vetting and selection, and serving as ambassadors of the program.
