Approve an Appropriation Transfer Request (ATR) in the amount of $2,225,387 to reflect increased building permit revenue and plan review check fees to offset the increased third-party contractor services due to a higher-than-anticipated number of permits processed.

BACKGROUND:

The Planning and Building Department (Department) has experienced a substantial increase in building permit applications during the current fiscal year, exceeding the levels projected during the budget development process. This increase reflects continued development activity throughout the county.

 

To ensure timely permit processing, maintain service levels, and meet regulatory requirements, the Department has relied on additional third-party contractor services, including plan review and inspection support.

 

DISCUSSION:

The higher volume of permit activity has resulted in:

 

                     Building permit revenue exceeding the originally adopted budget; and

                     Increased expenditures for third-party contractor services necessary to manage the additional workload.

 

The requested appropriation transfer will align increased revenues with the corresponding expenses incurred to support permit processing activities. This action ensures accurate budget management and allows the Department to continue providing efficient and responsive services to the public.

 

FISCAL IMPACT:

There is no impact to the net county cost. The requested  $2,225,387 ATR is fully supported by increased building permit revenue generated from the higher number of permits processed.
