Recommendation for the reappointment of Elaine Orr Flash (Fourth Member) to the Board of Retirement of the San Mateo County Employees’ Retirement Association (SamCERA), for a second term ending June 30, 2027.

BACKGROUND:

The Board of Retirement serves as fiduciary for the members of SamCERA and as a prudent administrator of the retirement fund.  Four of the nine members of the Board of Retirement are appointed by the Board of Supervisors, each for terms of three years.

 

DISCUSSION:

Elaine Orr Flash is being recommended for reappointment to serve as Fourth Member since her initial term began in August 2021. Approval of this reappointment reflects a 3-year term from July 1, 2024 through June 30, 2027.

 

Elaine has brought a wealth of knowledge and experience to the Board of Retirement from the private investment sector where she held various roles advising and building investment solutions for pensions, foundations, and endowments. During her initial tenure on the Board, Elaine’s keen analysis of economic, financial, and industry data has allowed her to identify critical issues and propose well-reasoned recommendations. Elaine is a 23-year resident of San Mateo County, currently living in Millbrae, California.
