BACKGROUND:
November 2023, the California Department of Social Services (CDSS) released Child Care Bulletin (CCB) No. 23-32 to notify counties that pursuant to Senate Bill (SB) 140 and Welfare and Institutions Code (WIC) Sections 10277.1 and 10277.2, a one-time payment would be available for child care providers who were reimbursed for state-subsidized child care services in the month of April 2023, and that the payment is intended to supplement subsidized child care reimbursement.

Additionally, CDSS released CCB No. 23-37 to notify counties and child care and development contractors of a monthly, per-child payment intended to supplement subsidized child care reimbursement to all types of child care providers, also pursuant to Senate Bill (SB) 140 and Welfare and Institutions Code (WIC) Sections 10277.1 and 10277.2.

Child Care Coordinating Council (4Cs) is the State-permitted resource and referral agency and designated Alternative Payment Provider (APP), and is the only agency in San Mateo County (other than HSA) recognized by the State Department of Education (DOE) as qualified to administer state funded child care programs. This recognition from the State allows 4Cs to have a coordinated continuum of care payment program.
