A) Authorizing an agreement with Woodside Fire Protection District for fire protection services to the communities of Los Trancos Woods and Vista Verde, from July 1, 2020 through June 30, 2022, for an amount not-to-exceed $400,000; and

B) Waiving the County's formal Request for Proposal process to select WFPD as a sole source provider.

BACKGROUND:
County Maintenance District 1 (CMD1) was formed in 2016 as the successor agency to the Los Trancos County Water District (LTCWD). Through the process, the County has agreed to work closely with a locally formed Community Advisory Council (CAC) in order to establish work plans that suit the needs of the community.

On July 25, 2017, your Board adopted Resolution 075364 authorizing the Woodside Fire Protection District (WFPD) to provide fire prevention services to the communities of Los Trancos Woods and Vista Verde.

WFPD services this area and has in-depth knowledge of historical fire protection programs within the area.

DISCUSSION:
The CAC and the Department of Public Works agree that WFPD is the most suitable provider for enhanced fire services within these communities and is, therefore, recommending an agreement with WFPD and waiving the County's formal RFP process for this work.

County Counsel has reviewed and approved the resolution as to form.


FISCAL IMPACT:
The total not-to-exceed amount of the agreement is $400,000 for a term from July 1, 2020 through June 30, 2022. Funding has been included in the Fiscal Year 2020-21 Recommended Budget and would be recommended for the Fiscal Year 2021-23 budgets as they become available.
