BACKGROUND:
In 2012, the Peninsula Partnership Leadership Council (PPLC) - a coalition of government, education, nonprofit, foundation and business leaders in San Mateo County - launched The Big Lift to significantly improve children's third grade reading proficiency through strategic, thoughtful, evidence-based investments in early learning and education. The Big Lift is comprised of a collective impact collaborative led by three agencies - Silicon Valley Community Foundation (SVCF), the San Mateo County Office of Education (SMCOE) and the County of San Mateo (County) in which school districts partner with preschool programs and community-based agencies to work toward the long-term goal of third grade reading success through evidence-based interventions.
On June 18, 2013, the Board appropriated $5 million in FY 2013-14 and $5 million in FY 2014-15, $5 million for FY 2015-16 and FY 2016-17, and $5 million for FY 2017-18 and FY 2018-19 in support of the Big Lift. Funds were appropriated in the budgets for FYs 2013-19 for a total Measure K commitment to the Big Lift of $20 million.

DISCUSSION:
On February 25, 2014, this Board was presented with the Big Lift's comprehensive expenditure and program plan. Since February 2014, a Memorandum of Understanding between SVCF, the COE, and the County has been negotiated and executed, and this Board reviewed and approved the same on September 1, 2015. Additionally, the required matching funds have been obtained and/or pledged, and the comprehensive expenditure and program plan has been updated through June 30, 2018.
