Approve an Appropriation Transfer Request (ATR) accepting unanticipated Intergovernmental Revenue ($4,000,000) and increasing Service and Supplies ($4,000,000) to pay for Tenant Improvements.

BACKGROUND:

Behavioral Health and Recovery Services’ (BHRS) lease at 310 Harbor, Building E, Belmont expires October 31, 2026.  The County has designated space at 863A Mitten Road, Burlingame for the BHRS programs housed at 310 Harbor as its permanent location. 

 

DISCUSSION:

Tenant Improvements including demolition, HVAC, new offices, workstations, conference, electrical, IT cabling, and other items are required to make the space habitable.  This ATR is required to accept unanticipated revenue and budget expenses in the appropriate accounts in FY 2025-26.

 

This move opportunity was realized after the submission of the budget. 

 

Funding is from the Global Payment Program, earned based on performance metrics through the federal financing waiver at San Mateo Medical Center.   Funding for BHRS through this mechanism has been inconsistent and therefore not included in the operating budget and only earmarked for one-time projects. Pursuant to Administrative Memorandum B-15, a 4/5ths vote is required to approve this ATR.

 

FISCAL IMPACT:

With the approval of this Appropriation Transfer Request, BHRS will be able to complete the Tenant Improvements described above. There is no impact to the general fund or Net County Cost.
