BACKGROUND:
Since December 17, 1985, the Board has approved resolutions authorizing expenditures for residential care facilities serving mentally ill clients, to provide residential care services for adults. These services enhance successful community living and avoid a more costly and higher level of care.

DISCUSSION:
Millbrae Assisted Living Home, LLC (MALH) will provide services to clients of Behavioral Health and Recovery Services (BHRS). MALH will provide 32 beds for BHRS clients who are difficult-to-place, and augmented services for seriously mentally ill clients who require a higher level of care and supervision. Examples of these higher-level services include intensive mental health services, social skills training, and assistance with daily living activities.

This contract is exempt from the competitive procurement process due to the particular needs of the clients served by Board and Care (B&C) facilities, the uniqueness of the local B&C market, and the B-1 Administrative Memo exception for Housing Services and Related Supports.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Attorney as to form.
