BACKGROUND:
BAWSCA was created on May 27, 2003, to represent the interests of 24 cities and water districts, and two private utilities, in Alameda, Santa Clara, and San Mateo counties that purchase water on a wholesale basis from the San Francisco regional water system.

The two private utilities that have appointees to the BAWSCA board are Stanford University and California Water Service Company. California Water Code section 81336(c)(1) provides that the Board of Supervisors of San Mateo County shall appoint one member to the board who is an officer or employee of the California Water Service Company.

DISCUSSION:
Darin Duncan is being recommended to serve an initial partial term through June 30, 2025, being vacated by Thomas Smegal effective as of date of Mr. Duncan's appointment. The California Water Service Company and BAWSCA are requesting that Darin Duncan be appointed to the BAWSCA board as the officer or employee representative.

Darin Duncan currently serves as the Company's Central Region Operations Director. In this role, he has operational oversight of the company's water systems in the greater bay area. Darin has previously served in various leadership roles in Engineering, Operations, and Regulatory Affairs at Cal Water including managing the Company's Bayshore and Bear Gulch Districts, which serve the cities of South San Francisco, Colma, San Mateo, San Carlos, Atherton, Portola Valley, Menlo Park, Woodside, and various areas in the county of San Mateo.
