BACKGROUND:
Mounting scientific evidence confirms that early childhood is a critical time for healthy brain and body development, with lasting impacts across a person's life. At the same time, seniors face growing challenges related to health, mobility, isolation, and access to necessary care and services. These realities highlight the importance of comprehensive, cross-generational approaches to well-being. The County of San Mateo recognizes that the well-being of children, families, and seniors are deeply interconnected, and that investments in nurturing relationships, sound nutrition, and safe, supportive environments yield positive outcomes for all age groups.
Programs developed by First 5 San Mateo County and the Human Services Agency already deliver essential support to families and seniors, including early education, health services, nutrition programs, housing assistance, and transportation. However, the evolving needs of the community, alongside growing concerns like parental stress and senior isolation, call for renewed attention and commitment.
DISCUSSION:
This resolution reaffirms the County's commitment to supporting families and seniors and to continuing to explore addressing financial hardship, housing, mental health, and isolation. It draws on findings from institutions like the Center on the Developing Child at Harvard, emphasizing stable relationships, good nutrition, and safe environments for healthy development.
