Subject: Letter of Support for Half Moon Bay Hyatt Hotel Project

Adopt a resolution authorizing and directing the President of the Board of Supervisors to sign and transmit to the California Coastal Commission a letter in support of the Hyatt Hotel Project located in the City of Half Moon Bay.

BACKGROUND:
On January 30, 2025, the City of Half Moon Bay City Council approved the requisite coastal development permit for the proposed Hyatt Hotel project (Project). An appeal was filed with the California Coastal Commission (Coastal Commission). On May 8, 2025, despite a recommendation for approval from the Coastal Commission staff, the Coastal Commission determined that it would hear an appeal regarding the Project's compliance with the City's Local Coastal Plan, and accordingly will review the Project at a future Coastal Commission meeting.
DISCUSSION:
The Project is of countywide importance for a number of reasons, including that it would:
* Provide an important overnight visitor-serving amenity, increasing visitor access to the coast.
* Provide 16 residential units, a critical contribution toward addressing regional housing needs in the highly constrained coastal zone.
* Provide transient occupancy tax revenue critical to the City's ability to provide for the public health and safety of its residents and visitors.
* Provide an important source of employment during construction and operation of the hotel.
On August 28, 2025, our office received a letter from the City of Half Moon Bay requesting support for this project.
Therefore, I recommend that the Board of Supervisors express its support for the Project by transmitting the attached letter to the Coastal Commission.
The County Attorney's Office has reviewed the letter of support and resolution as to form.
