RECOMMENDATION:

Adopt a resolution:

A) Accepting a $3,000,000 Community Project Funding Grant for the Stone Pine Cove Mobile Home Park Project, to be provided by the Department of Housing and Urban Development on a reimbursement basis; and

B) Authorizing the County Executive Officer, or designee, acting in consultation with the County Attorney, to execute such agreements, documents and certifications as may be necessary and advisable to secure funding and reimbursement under the Community Project Funding grant.

BACKGROUND:
On January 6, 2023, the State of California Department of Housing and Community Development ("HCD") released approximately $35,000,000 in funding to address the housing needs of farmworkers under the Joe Serna, Jr. Farmworker Housing Grant Homeownership Program ("Serna Program").

On February 28, 2023, this Board adopted Resolution No. 079453 that authorized the County's Department of Housing to apply for, and if awarded, execute a grant agreement of up to $5,000,000 under the Serna Program to purchase manufactured homes for low-income farmworkers and their families, to be placed in a mobile home park to be developed by the County on property to be acquired from the City of Half Moon Bay, known as Stone Pine Cove.

On June 1, 2023, San Mateo County received notification of a Serna Program Award and on April 23, 2024, HCD and the County executed a Standard Agreement accepting the Serna Program award.
