Adopt a resolution:
A) Authorizing an Agreement with K&K JL Services, Inc. for landscape maintenance services at various County-owned facilities for a not-to-exceed amount of $11,722,864 for the term of December 1, 2025, through November 30, 2030; and
B) Authorizing the Director of Public Works, or their designee, to execute amendments, which modify the County's maximum fiscal obligation by an additional $500,000 for as-needed services, so long as the modified term and/or services are within the current or revised fiscal provision.

BACKGROUND:
The Department of Public Works (Department) is responsible for landscape maintenance services at County-owned facilities and properties. The services include, but are not limited to, lawn care, tree and shrub care, ground cover, irrigation systems, seasonal and perennial plant care, and green infrastructure maintenance including bioretention areas, flow-through planters, permeable pavement, tree wells, and infiltration galleries at various County-maintained sites. This Board has previously approved similar agreements for these services. A bid protest from Bayscape Landscape Management, Inc. received on November 12, 2025, was determined to be invalid.
DISCUSSION:
On October 2, 2025, the Department released a Request for Proposals (RFP) through the County's e-Procurement system and the Department's website for landscape maintenance services.
The Department received proposals from three landscaping firms and Department staff reviewed the submittals for completeness, qualifications, and price. The proposal from Bayscape Management, Inc.
