RECOMMENDATION:

title

Approve an Appropriation Transfer Request (ATR) to transferring appropriations from the Electronic Health Record Enterprise Fund - Budget Unit 8420B to Health IT Budget Unit 5560B for on-going maintenance charges related to the Electronic Health Record in the amount of $46,650,860.00.

body

BACKGROUND:

The Electronic Health Record (EHR) Enterprise Fund - Budget Unit 8420B was created as a capital projects fund in December 2022 to capture the implementation costs of Epic, County Health’s EHR. The EHR system became live in November 2024, with additional minor implementation activities continuing through FY 2024-25.

DISCUSSION:

With Epic implementation largely complete, EHR related expenses for FY 2025-26 have now been identified as ongoing in nature and need to be moved into Health IT Budget Unit 5560B for accounting purposes.  This will allow the ongoing operational expenses to be paid out of the Health IT Budget Unit and isolate the appropriate expenses to be capitalized in the Electronic Health Record Enterprise Fund.   As a result, we are requesting that this Board approve our Appropriation Transfer Request to reallocate $46,650,860 from Electronic Health Record Enterprise Fund - Budget Unit 8420B to Health IT Budget Unit 5560B.

FISCAL IMPACT:

There is no change in the overall budgeted amount and no fiscal impact as a result of this transfer.
