Recommendation to:
A) Adopt a resolution accepting receipt of Project Homekey Grant Funds in the amount of $55,322,260 to the Major Capital Construction Budget Unit for the design and construction of the county's Navigation Center; and
B) Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $55,322,260 from state HomeKey Grant funds to the Major Capital Construction Budget Unit for the design and construction of the county's Navigation Center; and
C) Approve an Appropriation Transfer Request re-allocating a philanthropic donation from the Sobrato Foundation in the amount of $5,000,000 from the Non-Departmental Services Budget Unit to the Major Capital Construction Budget Unit to reflect project revenues and expenditures for the Navigation Center in the correct budget unit.

BACKGROUND:
San Mateo County continues to face an unprecedented and growing shelter crisis with homelessness experienced in the County disproportionally by members of racial and other minority groups. In January 2022, the Board renewed its declaration that a shelter crisis exists in the County of San Mateo, authorizing the County Manager to take immediate and sustained action to address this crisis.
The County is addressing the crisis through its Functional Zero vision for ending homelessness, the goal of which is to ensure that every County resident experiencing homelessness can be safely sheltered in an emergency shelter, or in temporary or permanent housing.
