BACKGROUND:

On a yearly basis, the California Department of Fish and Wildlife Office of Spill Prevention and Response (OSPR) awards the County Operational Areas grant funding to update their local Oil Spill Contingency Plan, identify gaps, attend area committee meetings, and participate in a statewide oil spill drill.

DISCUSSION:

The 2007 Cosco Busan Oil Spill raised awareness among San Mateo County agencies about protecting the public and local resources in the event of an oil spill. It also led to changes in how the County prepares for such incidents that could occur on the County’s coast or bayside.

This grant allows the Department of Emergency Management to update and expand the County’s Oil Spill Contingency Plan, participate in the statewide oil spill drill, and become more familiar with managing an oil spill event should it happen in San Mateo County.

County Attorney has reviewed and approved the resolution as to form.

FISCAL IMPACT:

The Department of Emergency Management will administer the FY 2024, FY 2025, and FY 2026 Oil Spill Contingency Planning Grants. Each grant award will be in an amount not to exceed $10,000. There will be no Net County Cost incurred.
