BACKGROUND:
The Health System selected MV Transportation, Inc. and Serra Yellow Cab to provide paratransit services after a Request for Proposals (RFP) in December 2017 in accordance with the requirements of County of San Mateo Administrative Memorandum B-1. Paratransit services are necessary for appropriate transport of clients accessing Health System services, especially court, inter-facility and medical appointment transportation services for patients and clients of Aging and Adult Services (AAS), Behavioral Health and Recovery Services (BHRS), and Public Health Policy & Planning (PHPP) who do not have access to their own forms of transportation.

DISCUSSION:
The Health System received two responses to its RFP for paratransit services and the evaluation committee recommended that both proposers, MV Transportation, Inc. and Serra Yellow Cab, be awarded contracts for the services proposed. The awarding of the contracts are deemed appropriate as the proposals have met the "responsive" and "responsible" criteria as defined in Admin Memo B-1. Both vendors are current County vendors and are also existing providers of transportation services for the Health System.
