Adopt a resolution waiving the Request for Proposals (RFP) Process and authorizing the District Attorney to execute a five-year agreement with Axon Enterprise, Inc to continue using the application programming interface (API) that enables access between Axon's platform, evidence.com, and Prosecutor by Karpel, for the term of May 1, 2024 through April 30, 2029 in an amount not to exceed $492,577.80.

BACKGROUND:
In 2018, the District Attorney's Office (DAO) recognized the need for a digital evidence storage solution that would also allow for the receiving of files electronically. After much research and discussions with the local law enforcement agencies within San Mateo County, Axon Enterprise was identified as providing the most comprehensive solution. Axon Enterprise's API and the District Attorney's Office case management system were able to integrate which allowed for the viewing of the digital evidence directly from the DAO case management system. Because of the integration, there is an increase in productivity for the DAO staff due to not having to view evidence in two systems. For the initial use of Axon Enterprise's API, there was no cost for its usage and storage solution. Effective May 1, 2024 Axon will be charging for the API license.
DISCUSSION:
It is in the best interest of the County to waive the Request for Proposals (RFP) Process, as the system is currently in place and has been in use for five years. A five-year contract quote was requested for better cost certainty. With this contract, the County will continue using a known product.
