A) Authorizing the approval and submission of the Fiscal Years 2024-2028 Area Plan for Services for Older Adults and Adults with Disabilities to the California Department of Aging; and

B) Authorizing the execution of the Transmittal Letter to the California Department of Aging required to complete the submission process.

BACKGROUND:
The State requires each Area Agency on Aging (AAA) - including the AAA of San Mateo County - to conduct a needs assessment to identify goals and objectives that reflect services and programs needed within the AAA's geographic service area and to write an Area Plan. In an effort to standardize a needs assessment for statewide implementation, the California Department on Aging (CDA) secured a vendor to develop, conduct, and write a report on needs assessment findings for each AAA. The report, titled "San Mateo County Area Agency on Aging Community Assessment Survey for Older Adults November 2023," was completed. For this Area Plan, the data from this report was presented to various stakeholders to gather feedback.

Two additional surveys were conducted, and data and needs identified were incorporated into the Area Plan for FY2024-2028: 2023 Community Health Needs Assessment compiled by the San Mateo County Health Office of Epidemiology and Evaluation and The Long-Term Care Survey conducted in December 2023 by Ombudsman Services of San Mateo County.
