Recommendation to confirm the following two (2) representatives of the Council of Cities to the Housing and Community Development Committee, each for a four-year term effective January 1, 2025, through December 31, 2028:
A) Appointment of Daly City Councilmember Juslyn Manalo, for an initial term; and
B) Reappointment of Burlingame Councilmember Donna Colson, for a third term.

BACKGROUND:
The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds. The HCDC also reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.
For the Council of Cities representative, the Board of Supervisors confirms appointments and reappointments by board action, upon approval of this memorandum.
DISCUSSION:
On December 20, 2024, the City Selection Committee appointed Juslyn Manalo and reappointed Donna Colson to serve on the HCDC, upon confirmation by the Board of Supervisors. Donna Colson has served on the HCDC since 2017 and will be serving a third term upon confirmation of this appointment by the Board of Supervisors. This term reflects Juslyn Manalo's initial one on the Committee.
Juslyn Manalo was raised in Daly City and has deep roots in serving the community from a young age. Being raised in the multi-ethnic city of Daly City has given Manalo a deep appreciation for diversity. Juslyn attended Woodrow Wilson Elementary, Ben Franklin Intermediate and Jefferson High School in Daly City.
