BACKGROUND:
On January 28, 2025, the Board of Supervisors adopted Resolution No. 080876, authorizing a master on-call professional services agreement with Edgar Lopez & Associates, LLC (ELA) in the amount of $3,000,000 for on-call construction consulting, project management and construction management services supporting capital projects, including the North County Wellness Center and Pescadero Fire Station No. 59 Projects.
Services under this on-call agreement are authorized on an as-needed basis through project-specific task orders with predefined scopes, staffing plans, and negotiated fee caps.
The North County Wellness Center is nearing completion, while construction of the Pescadero Fire Station No. 59 (Project) is actively underway. As the project progresses, ELA’s master agreement capacity is nearing exhaustion, requiring an increase in contract capacity to continue uninterrupted construction management support through project completion.
DISCUSSION:
The Department of Public Works (Department) oversees the delivery and completion of the Project.
The Department recommends increasing the master agreement capacity with ELA by $1,400,000, establishing a new not-to-exceed limit of $4,400,000. ELA possesses vital institutional knowledge and ongoing technical oversight on-site, ensuring quality control, schedule compliance, and continuity with the general contractor.
