BACKGROUND:
Tunitas Creek Beach County Park ("Park") is a 58-acre County-owned and operated park located in unincorporated San Mateo County approximately eight miles south of the City of Half Moon Bay. Purchased in 2017 by the Peninsula Open Space Trust ("POST") and transferred to the County in 2020, the Park will be the first recreational beach park in the County Parks system. In 2019, the San Mateo County Parks Department ("Parks Department"), along with POST and other project partners, began a robust public engagement process to determine the design of new amenities and facilities for the Park property.

On June 13, 2023, in Resolution No. 079664, the Board adopted the plans and specifications for the Tunitas Creek Beach Improvement Project ("Project"), authorized an agreement with Gordon N. Ball, Inc. for construction of the Project in an amount not to exceed $11,593,710, and authorized the Director of Public Works to execute contract change orders to grant time extensions for Project completion and payment up to $1,159,371 in aggregate, for a total maximum fiscal obligation of $12,753,081.

On May 6, 2025, in Resolution No. 081138, the Board increased the Director of Public Works' authority to execute change orders to the construction agreement with Gordon N. Ball, Inc. for the Project by an additional $1,500,000 to a new total not-to-exceed amount of $14,253,081.
