Adopt a resolution encouraging the transition from paper to digital to reduce expenses, decrease our environmental impact, and enhance transparency within the County of San Mateo.

BACKGROUND:

The County of San Mateo currently spends considerable resources on paper-based processes, which include expenses related to printers and other office supplies necessary for daily operations. Over the past few years, significant funds have been allocated for items such as paper, writing utensils, and organizational tools. Furthermore, the County faces additional costs associated with the disposal of paper waste and the storage of physical documents.

 

Transitioning to a digital document management system presents an opportunity to enhance operational cost efficiency by minimizing the costs associated with the procurement, storage, and disposal of paper products. Additionally, moving toward digital management will significantly reduce our environmental impact by limiting the waste sent to landfills and decreasing the carbon emissions linked to the lifecycle of paper products. Digital document management also offers improved document retention, transparency, and accessibility, which further mitigates the risk of document loss or damage.

 

DISCUSSION:

This resolution advocates for a comprehensive shift from paper to digital formats across all County departments. By implementing measures to promote digital document management, the County will not only reduce its operational costs but also contribute positively to environmental sustainability. Aligning departmental policies, procedures, and practices with this goal will create a cohesive strategy that emphasizes efficiency and responsibility.
