Adopt a resolution authorizing the County Executive, or designee, to execute all necessary documents to facilitate the sale of specific surplus property, each with an estimated value exceeding $10,000.

BACKGROUND:
County Ordinance Code Section 2.83.130 (Disposal of Unneeded Personal Property) provides that when personal property is, in the opinion of the County Executive, surplus and not needed by the County, the County Executive may dispose of such property. However, where the value of the property exceeds $10,000, the County Executive shall report such fact to this Board and obtain this Board's approval prior to disposing of it.
DISCUSSION:
The Department of Public Works (Department) is currently in possession of surplus property from two County departments that is no longer needed by the departments. The value of the property is estimated to be over $10,000 in value. Vehicle values are based on estimates from Kelley Blue Book and for larger trucks research is conducted using internet auction sites with similar types of trucks and equipment to determine fair market value. As such, staff recommends that this Board approve the sale of the surplus property through public auction to the highest bidder. Exhibit A contains the list of surplus property proposed for auction.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The revenue from the sale of surplus property is deposited back to the Department to purchase improved transportation equipment. Surplus property is advertised to the general public online and via a newsletter on the JJ Kane Auctions website. Purchasing from an auction is an affordable way to obtain a vehicle and equipment.
