Approve an Appropriation Transfer Request (ATR) in the amount of $500,000 to the Human Services Agency, recognizing unanticipated revenue from Silicon Valley Community Foundation for exploratory planning phase of a homeless prevention program.

BACKGROUND:

The Human Services Agency (HSA) has an opportunity to participate in a national initiative called Right at Home, which is seeking to learn about which targeted homelessness prevention strategies work locally and to build a case for national investment in such services.

 

On October 21, 2025 the Board approved Resolution No. 81487 authorizing HSA to accept funding for targeted homelessness prevention from the Silicon Valley Community Foundation.

 

DISCUSSION:

HSA received $250,000 for the exploratory planning phase and Silicon Valley Community Foundation HSA will receive another $250,000.

 

The County Attorney has approved the Resolution as to form.

 

FISCAL IMPACT:

The Right at Home planning grant is for a total amount of $500,000. An initial allocation of $250,000 will be made available upon receipt of the signed grant agreement. The second payment of $250,000 will be made available after completion of a midpoint check-in call with the Right at Home project team. These funds will be held in trust by the County until they are utilized. The Appropriation Transfer Request (ATR) appropriates revenue in the amount of $500,000 for use of these funds in the FY 2025-26. There is no Net County Cost associated with the ATR.
