BACKGROUND:
On January 28, 2025, the County and HIP Housing entered into a Measure K Grant Agreement ("Agreement") to fund essential safety repairs and trauma-informed renovations at HIP Housing's newly purchased building. Specific improvements included:
? Americans with Disabilities Act (ADA) accessible entrance at the 5th Avenue office frontage
? Downstairs accessible ADA, all gender restrooms
? Four trauma-informed designed meeting spaces, break area for staff, and reception area
? Capital improvements to the building including new heating, ventilation, and air conditioning system with upgraded electrical and plumbing systems, install cabling and low voltage wiring for internet and WIFI, and complete asbestos removal

The Measure K funds were intended to be combined with donations from foundations, private donors, and businesses to help meet a total fundraising goal of $2,200,000 for the specified work.

HIP Housing successfully leveraged the County's $250,000 contribution and secured the additional funding needed to complete the renovations. Construction began in May 2025, using other funding sources first. All permitted renovations were completed in October 2025 without drawing on the Measure K funds.
