BACKGROUND:
The California Health and Safety Code requires the 20 cities in the County and the County to have an emergency response protocol to mitigate and clean up hazardous material events. The Department of Emergency Management manages a countywide contract with the San Mateo Consolidated Fire Department (SMCFD) Hazardous Materials Team on behalf of the San Mateo County Operational Area Emergency Services Council Joint Powers Agreement (ESC-JPA) that delivers hazardous materials response capabilities 24 hours a day, seven days a week.

Trained firefighters and hazardous materials technicians/specialists from the San Mateo Consolidated Fire Department Hazmat Team work in coordination with an on-call team of Hazmat Specialists from the County's Environmental Health Division, who provide scientific analysis to identify hazardous materials and determine appropriate safety and mitigation measures.

The SMCFD Hazardous Materials Team is comprised of professionals who have been trained to the level of Technician/Specialist and respond through a fee for service agreement that is due to expire on June 30, 2026.
