BACKGROUND:

Section 801 of the County Charter provides as follows:

 

“The Board of Supervisors shall convene a Charter review committee within eight years of the last complete Charter review. The committee shall review the Charter and, after public hearings, make appropriate recommendations for amendment or revision to the Board.”

 

The County’s last Charter Review Committee (CRC) was convened in 2018.  Therefore it is appropriate for the Board to begin the process of convening a new CRC which would develop potential County Charter amendments for the Board’s consideration.  As in past years, the CRC would submit its final recommendations to the Board by June 2026 in order to provide the Board adequate time to consider such recommendations and to further consider whether to place any amendments to the Charter on the November 3, 2026 election ballot.

 

The ad hoc subcommittee will present recommendations to the Board regarding the constitution of the CRC including the number of CRC members, and issues for the CRC’s consideration, if any.  In order for the full Board to appoint CRC members by January 2026, the ad hoc subcommittee will present its recommendations to the Board in or about November 2025.

 

FISCAL IMPACT:

The convening of the ad hoc subcommittee will not result in any fiscal impact.
