Adopt a resolution authorizing an agreement with the California Coverage and Health Initiatives for Medi-Cal Outreach, Enrollment, Retention and Utilization Activities, for the term of January 1, 2023, through June 30, 2024, in an amount not to exceed $300,000 and authorizing the Chief of San Mateo County Health or their designee to execute the agreement.

BACKGROUND:
As part of the California Budget Act of 2021, Provision 25 of Item 4260-001-0001, the California Coverage and Health Initiatives (CCHI) was awarded a contract by the Department of Health Care Services (DHCS) to provide Medi-Cal outreach, enrollment, retention, and utilization activities for targeted populations in California. These specified groups include individuals aged 65 or older who are eligible for both Medi-Cal and/or Medicare coverage; Medi-Cal beneficiaries turning age 65 who are not already enrolled in Medicare; and individuals who are newly eligible for Medi-Cal due to the Medi-Cal expansion to adults aged 50 and older regardless of immigration status.
In San Mateo County, the Health Coverage Unit (HCU) provides health coverage outreach and enrollment assistance to San Mateo County residents. The HCU operates an enrollment assistance hotline and in-person enrollment assistance at sites throughout the County. In FY 2021-22, HCU made approximately 68,448 contacts assisting clients enrolling in health coverage programs and accessing needed healthcare.
