Adopt a resolution authorizing an agreement with Scott Oesterling, MD, Inc. to provide obstetrics and gynecology services, for the term of June 1, 2025 through May 31, 2028, in an amount not to exceed $10,692,013.

BACKGROUND:
San Mateo County provides obstetrics and gynecology services in emergencies at San Mateo Medical Center's (SMMC's) emergency department, and on an outpatient basis at the SMMC's outpatient clinic, the County's Coastside clinic, and the County's Fair Oaks clinic. The County also provides physician services to support labor and delivery services for all County and South County Community Health Center, Inc. dba Ravenswood Family Health Center (Ravenswood) patients who deliver their babies at Lucile Salter Packard Children's Hospital at Stanford (Stanford). The County has historically provided financial support for the physician services at Stanford for financially vulnerable patients dating back decades. The primary reason for arranging for physician coverage at Stanford is due to the fact that SMMC lacks the physical facilities and space to compliantly provide labor and delivery services within a dedicated labor & delivery unit. Since 2011, Scott Oesterling, MD, Inc.'s group of physicians (the Oesterling Group) has provided OB/GYN services at the above-listed locations to ensure that patients are not split between health systems but instead are cared for by a team of doctors who work well together and have ready access to each patient's medical history.
