Adopt a resolution authorizing the Chief of San Mateo County Health or designee to execute contract amendments that extend the term of 13 Behavioral Health and Recovery Services agreements for three months through June 30, 2024, to allow for the completion of the Request for Proposal process, with the total amount for these 13 agreements to be increased by no more than $10,367,468.

BACKGROUND:
In June 2023, this Board approved extensions to 18 Behavioral Health and Recovery Services (BHRS) agreements, with a revised end date of March 31, 2024, for all agreements. These extensions were to allow BHRS to conduct 15 Request for Proposals (RFP) as per Administrative Memo B-1 for the services provided by the 18 extended agreements.
At this point, two of the 15 RFPs have been successfully completed. The remaining 13 RFPs are still in various stages of award, evaluation, and contract negotiation. BHRS anticipates that these 13 RFPs will not be completed by March 31, 2024, the end date of the current agreements, despite BHRS' best efforts. Contributing factors include delayed receipt of critical information and materials from the California Department of Public Health regarding significant policy changes and new statewide programs (e.g., CalAIM), which are necessary to developing the RFPs; more-than-anticipated supplemental questions from prospective proposers; and staffing shortages in the BHRS contract unit.
