Adopt a resolution authorizing an agreement with Capitol Tech Solutions for website and digital asset review for compliance with Americans with Disabilities Act (ADA) Title II, for the term of November 18, 2025 through June 30, 2026, in an amount not to exceed $500,000.

BACKGROUND:
Title II of the ADA prohibits discrimination against people with disabilities in all services, programs, and activities provided by state and local governments, including the County of San Mateo. In April 2024, the U.S. Attorney General issued a final rule addressing the accessibility of websites, mobile applications, and online documents and forms. The County of San Mateo subsequently conducted a robust Request for Proposals to secure a firm to provide compliance audits and dashboard repository to ensure accessibility into the future.
DISCUSSION:
Through the OpenGov application, the County received seven responsive proposals eligible for evaluation. Following a three-phase evaluation process by a panel of departmental stakeholders and subject matter experts, Capitol Tech Solutions received the highest overall score and was determined to be the most qualified and cost-effective proposer. The parties now wish to enter into an Agreement under which Capitol Tech Solutions will provide a compliance audit and gap analysis, including a phased accessibility roadmap and monitoring dashboard, for the initial term of November 18, 2025 through June 30, 2026 in an amount not-to-exceed Five Hundred Thousand Dollars ($500,000).
The resolution and agreement have been reviewed and approved by the County Attorney's Office as to form.
