Adopt a resolution authorizing an agreement from the United States Department of Housing and Urban Development, accepting grant funds to be used towards Continuum of Care homeless system planning and coordination in the amount of $256,339 for a 12-month period.

BACKGROUND:
The Human Services Agency (HSA) coordinates homeless services, in collaboration with County and community partners, in alignment with the County's Strategic Plan to End Homelessness.
HSA has been designated by the United States Department of Housing and Urban Development (HUD) as the lead Continuum of Care (CoC) agency for San Mateo County. As the CoC lead agency, HSA ensures compliance with HUD CoC regulations, implements and oversees the Coordinated Entry System, completes federal reporting, and coordinates the community's annual grant application to HUD for CoC funding to support homeless services in the community.
HSA applied for a CoC grant in the 2017 CoC funding competition and was awarded grant funds. HUD has provided the grant agreement for signature, and the 12-month award period will be determined by HUD and HSA upon grant execution.
DISCUSSION:
This grant will be utilized to support staff time and technical assistance services to meet HUD CoC requirements and to coordinate the system of homeless services in the community. Funded activities include completing the annual CoC funding competition to maximize the amount of HUD CoC funding awarded to programs in San Mateo County, data analysis and submission of federal reports, implementing the Coordinated Entry System, maintenance of the required CoC community committees, and conducting the bi-annual One Day Homeless Count. ...
