BACKGROUND:
Aging and Disability Services (ADS) operates the Public Guardian (PG) program, which acts under the authority of the Superior Court to manage the estates of conserved individuals who are deemed by the Court to be unable to care for themselves. ADS also operates the Public Administrator (PA) program, which is regularly appointed by the Superior Court to administer the estates of deceased County residents when there is no one available to fulfill this responsibility. The PG and PA regularly handle cases requiring sales of real property to fund a conservatee's care or liquidate estate assets.

In March 2020, ADS conducted a Request for Proposal (RFP) process and selected six applicants to provide real estate sales services. The contract term was July 1, 2020, through June 30, 2025. During that period, there were 37 sales with an average sale price of 111% of the appraised value.

DISCUSSION:
