Adopt a resolution authorizing an amendment to the Agreement with Equitable Social Solutions to provide Housing and Disability Advocacy Program (HDAP) Homelessness Prevention Assistance Services to add $163,975 in funds for a revised total amount not to exceed $388,975, and to extend the term by one year for a revised term of July 1, 2025 through June 30, 2027.

BACKGROUND:
The Human Services Agency (HSA) and community partners provide a spectrum of services to support people at risk of experiencing homelessness with housing stability and to prevent them from entering into the homeless system.
On May 23, 2024, HSA issued a Request for Proposals (RFP) for Housing and Disability Advocacy Program (HDAP) Homelessness Prevention Assistance and all applications received were evaluated.
On June 24, 2025, by Resolution No. 081320, this Board authorized the County of San Mateo to execute an Agreement with Equitable Social Solutions for HDAP Homelessness Prevention Assistance Services as a pilot for shallow subsidy rental assistance in San Mateo County for households at risk of homelessness for an amount not to exceed $225,000 and a term of July 1, 2025, through June 30, 2026.
In November 2025, the California Department of Social Services (CDSS) announced HDAP funding for FY 2025-26 with an expenditure deadline of June 30, 2028. In December 2025, HSA accepted $416,001 in non-competitive awards from CDSS for HDAP expenditures through June 30, 2028, which is being allocated across three (3) HDAP contracts.
