Adopt a resolution authorizing an amendment to the agreement with LifeMoves to provide family shelter services at four family shelters located in San Mateo, Redwood City, Menlo Park, and Daly City by adding $4,942,030 and include a Cost-of-Living- Adjustment (COLA) for Fiscal Years 2025-26 and 2026-27 for revised total amount not to exceed $11,448,762 and extending the term two years for a revised term of July 1, 2023 through June 30, 2028.

BACKGROUND:
Homeless shelter services are a critical component of the County of San Mateo's homeless crisis response system. They provide a safe temporary place to stay along with supportive services that help clients work towards securing permanent housing.
On December 21, 2022, the Human Services Agency (HSA) issued a Request for Proposals (RFP) for Homeless Shelter Services to identify shelter operators beginning in July 2023.
Based on the evaluation criteria in the RFP, LifeMoves was selected to provide family shelter services at four family shelters located in San Mateo, Redwood City, Menlo Park, and Daly City.
On June 13, 2023 by Resolution No. 079756(a) this Board entered into an agreement with LifeMoves to provide family shelter services at four family shelters located in San Mateo, Redwood City, Menlo Park, and Daly City for a total obligation not to exceed $6,506,732 for the term of July 1, 2023, through June 30, 2026.
DISCUSSION:
HSA is requesting the Board authorize an amendment to extend the agreement two years through June 30, 2028 and to increase the total obligation amount by $4,942,030, including $203,670 in COLA funding for Fiscal Years 2025-26 and 2026-27 for a new total obligation amount of $11,448,762.
