BACKGROUND:
In 2007, the County of San Mateo was awarded federal grant funding from the United States Department of Homeland Security through the State of California Office of Emergency Services to establish a records management system connectivity between Bay Area law enforcement and justice agencies. On July 2009, your Board approved the purchase of COPLINK from Knowledge Computer Corporation, who was acquired by IBM Corporation and now Forensic Logic. COPLINK is a software platform that unifies law enforcement data spread across multiple agencies and source databases and then provides powerful search and analysis capabilities on the aggregated pool of information.

The Northern California Regional Intelligence Center (NCRIC) hosts, manages and maintains the COPLINK deployment that serves the law enforcement agencies in multiple Bay Area counties. Information from neighboring jurisdictions, that would otherwise be inaccessible, can be uncovered in an investigation to help identify criminals, solve cases, make arrests, and enhance charges. Every year, millions of records are made available in hundreds of thousands of searches by over a thousand local law enforcement officers and analysts.
