Approve an Appropriation Transfer Request in the amount of $14,134,200 to the Human Services Agency, recognizing unanticipated revenue from the State of California for the Encampment Resolution Fund 3 R (ERF-3-R) grant to fund actionable, person-centered activities that resolve the experience of unsheltered homelessness for people residing in encampments.

BACKGROUND:
ERF-3-R was authorized in 2022 through Senate Bill 197 (Chapter 70, Statutes of 2022), enacted under Chapter 7 of Part 1 of Division 31 of the California Health and Safety Code, Sections 50250 et seq. The $400 million for this third round of funding was appropriated by Senate Bill 101 (Chapter 12, Statutes of 2023).
The program will fund actionable, person-centered local proposals that resolve the experience of unsheltered homelessness for people residing in encampments. Resolving these experiences of homelessness will necessarily address the safety and wellness of people within encampments, resolve critical encampment concerns, and transition individuals into interim shelter with clear pathways to permanent housing or directly into permanent housing, using data-informed, non-punitive, low-barrier, person-centered, Housing First, and coordinated approaches.
DISCUSSION:
San Mateo County was awarded $14,134,200 on the third round of ERF-3-R with a grant duration of July 01, 2024 to June 30, 2027.
On June 25, 2024, the Board accepted the funds and authorized execution of agreements related to the Encampment Resolution. The funds are being appropriated now that dollars have come in.
