BACKGROUND:
San Mateo County Health (SMCH) historically had multiple electronic health record (EHR) systems that did not maintain a unified and accurate demographic profile of our patients and clients. SMCH and InterOperability Bidco, Inc. dba Rhapsody (Rhapsody) entered into an agreement to provide a single record for our patients and clients.

In November 2024, SMCH implemented a new EHR system that will ultimately centralize all our patients' and clients' information into one system once all divisions are incorporated into the new system.

DISCUSSION:
Rhapsody's Enterprise Master Person Index (EMPI) is currently providing the solution to maintain a single best demographic record for each patient/client in our legacy EHR systems and Epic to ensure one record. As Epic goes live with other divisions, this will reduce the need for the Rhapsody EMPI legacy solution; thus, SMCH is planning to sunset the latter application within the next two years.

The resolution contains the County's standard provisions allowing amendment of the County's fiscal obligations by a maximum of $25,000 (in aggregate).

ISD has reviewed and approved the IT component of this agreement.
