BACKGROUND:
The County of San Mateo, in partnership with the San Mateo County Sheriff's Office and CORA, is committed to protecting and supporting victims of domestic violence through a long-standing, coordinated, victim-centered approach. The ERP, jointly operated by the Sheriff's Office and CORA, connects victims to critical support services - such as crisis counseling, shelter, legal resources, and safety planning - immediately following a 911 domestic violence call. Deputies on scene refer victims directly to trained counselors for both immediate intervention and ongoing support to promote long-term safety and stability for victims and their children.

CORA also enhances law enforcement response by providing technical assistance, facilitating Quarterly Police Contacts Meetings, and delivering training to deputies through Sheriff's Office briefings and at the Police Academy. These efforts align with the County's Domestic Violence Protocol adopted in 2004 and are designed to ensure that victims receive support regardless of whether an arrest is made. Program effectiveness is evaluated through regular performance reporting, annual surveys, and victim feedback to maintain accountability and inform ongoing improvements.

DISCUSSION:
