BACKGROUND:
San Mateo County Health Foundation (SMCHF) is the primary philanthropic support for San Mateo Medical Center (SMMC). According to Administrative Memo B-3, any gifts to the County exceeding $2,500 will be presented to this Board for acceptance. In January 2024, EPIC Systems (EPIC) notified SMMC's Chief Executive Officer of its intention to provide a $65,000 gift because San Mateo Medical Center was a public safety net healthcare system. EPIC explained that it has a standing program to offer gifts to public safety net health care systems, and that the gift was not made in connection with any procurement decision, without solicitation, and with no required deliverables. Pursuant to Administrative Memo B-3, this $65,000 gift, being in excess of the $ 2,500 threshold requiring the Board's consideration, is being brought to this Board of Supervisors for its acceptance or rejection.

DISCUSSION:
EPIC's intent is to help organizations such as SMCHF provide needed services to support their mission. SMCHF was founded in 1989 and exists to promote and champion the health and well-being of all residents of our community, regardless of ability to pay, primarily by supporting excellence and innovation in the County's hospital and clinic system. If approved, the gift would be sent to SMCHF.
