Measure K: Adopt a resolution authorizing an agreement with WeHOPE to provide non-congregate homeless shelter services, for the term of July 1, 2024 through June 30, 2027, with a total amount not to exceed $5,000,000.

BACKGROUND:
In December 2020, the County of San Mateo acquired a 52-unit building in Half Moon Bay that was formerly the Coastside Inn Hotel for a small pilot program to house unsheltered individuals and families during the COVID-19 pandemic. Since March 22, 2021, the program has operated as a non-congregate homeless shelter serving unhoused individuals and families in San Mateo County.
On December 27, 2023, San Mateo County's Human Services Agency (HSA) issued a Request for Proposals to solicit proposals from eligible applicants to continue to provide non-congregate homeless shelter services at Coast House Shelter beginning July 1, 2024. WeHOPE was selected to provide these services based on their experience and overall program approach.
HSA is requesting to enter into an agreement with WeHOPE to provide shelter services at Coast House for the term of July 1, 2024, through June 30, 2027.
DISCUSSION:
Coast House Shelter is a product of the Project Roomkey and Project Homekey programs that were established in response to the COVID-19 pandemic. These programs introduced the innovative idea of creating shelter or permanent housing for people experiencing homelessness using hotels. Coast House Shelter operates in a county-owned building in Half Moon Bay with 51 shelter units.
