RECOMMENDATION:
title

body
BACKGROUND:
There have been challenges related to the number of people experiencing homelessness at the Millbrae BART station. This includes many people experiencing homelessness arriving in Millbrae on the last trains of the night, and the challenge of there not being homeless services available at that time of night. The City of Millbrae, Supervisor Pine's office, and the San Mateo County Human Services Agency (HSA) collaborated to create a plan to conduct a one-year pilot of a new homeless outreach program that would be tailored to serve people experiencing homelessness around the Millbrae BART station during the nighttime hours.
In FY 2021-22, HSA contracted with Lifemoves to run the pilot program through September of 2022. As part of the funding structure, Supervisor Pine's office agreed to provide $100,000 in District 1 specific funding under Measure K initiative BOSD1 to support the pilot project. Of this amount, $45,819 was utilized in FY 2021-22, leaving a remaining $54,181 to cover expenses in FY 2022-23.
DISCUSSION:
Approval of this Recommendation will create Measure K expenditure and revenue appropriation in FY 2022-23 to cover the remaining portion of the Millbrae HOT pilot program.
The County Attorney has reviewed and approved the memo and resolution as to form.
FISCAL IMPACT:
This ATR adds $54,181 in BOSD1 Measure K appropriation into HSA's homeless services budget to cover the remaining Millbrae pilot program...
