Adoption of an ordinance amending Section 7.28.070 "No Oversized Vehicle Parking" to Chapter 7.28 "Miscellaneous Parking Regulations" of the County of San Mateo Ordinance Code, previously introduced on April 21, 2020, and waive the reading of the ordinance in its entirety.

BACKGROUND:
Section 22507 et al. of the California Vehicle Code and Section 7.28 of the County of San Mateo Ordinance Code provide that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles, and determine and declare miscellaneous parking zones by resolution or ordinance.
On June 26, 2018, your Board adopted Ordinance 4800 to restrict oversized vehicles in residential neighborhoods with parking deficiencies or safety issues related to vehicle sizes.
Oversized vehicles impede into streets and occupy parking spaces in neighborhoods which have very limited street parking.
The Department of Public Works (Department) received several requests to amend and clarify the ordinance for oversized parking on residential streets.
DISCUSSION:
The amendment to Section 7.28.070 adds trailers to the category of vehicles that may be prohibited from parking on unincorporated County roads. In order to distribute parking equitably in neighborhoods with parking deficiencies or safety-related issues, the Department is recommending that restrictions be placed on oversized vehicles, including trailers, as described below:
* oversized vehicles over six feet high may be restricted from parking on a residential street
* trailers of any size may be restricted from parking on a public street
