Adopt a resolution authorizing a restatement and amendment one to the agreement with Easy Access, Inc. for their EZAccess application software support services, amending the scope of services, extending the term of the agreement two years through June 30, 2027, and increasing the amount payable by $215,000 for a new not to exceed amount of $320,000.

BACKGROUND:
The Easy Access, Inc. ("EZAccess") application contains the official ownership and valuation records used by the Assessor to prepare the County's secured and unsecured property assessment rolls through the 2023 assessment year. Although the Assessor's Office has transitioned to the new Assessor Property Assessment System (APAS), the EZAccess system remains a critical resource for historical data retention and serves as a reference for data validation, audit, and reconciliation purposes. Ongoing maintenance of the EZAccess system is necessary to ensure continued access to accurate legacy records in support of the Assessor's operational and statutory obligations.
DISCUSSION:
The support agreement with Easy Access, Inc. expired on June 30, 2025. Reinstating and extending this agreement will preserve access to the Assessor's historical ownership and valuation data, which remains essential for reference and validation. The Department of the Assessor-County Clerk-Recorder-Elections (ACRE) anticipates fully decommissioning the EZAccess Read-Only System by FY 2026-27.
The County Attorney has reviewed and approved the resolution and reinstatement and amendment as to form.
