BACKGROUND:
In March 2022, the Probation Department completed a request for proposals (RFP) process and selected SCRAM of California Inc. as the vendor to provide electronic monitoring services-including house arrest, continuous alcohol monitoring (CAM), and GPS tracking-for adult and juvenile probationers and Pretrial Services defendants.

On December 10, 2024, the Board of Supervisors approved an amendment to the agreement with SCRAM of California Inc., increasing the contract amount by $275,000 for a new not-to-exceed amount of $875,000. This amendment addressed the growing number of individuals placed on electronic monitoring.

In February 2025, the Department issued RFP No. 2025-RFP-00344, seeking qualified vendors to continue providing electronic monitoring services. Following a competitive procurement process, the Department selected Buddi US, LLC to provide these services beginning in Fiscal Year 2025-26.

DISCUSSION:
The Probation Department currently supervises approximately 20 juveniles and 180 adults on electronic monitoring daily. This amendment will support a smooth transition of services from SCRAM to Buddi by allowing a three-month overlap.
