Adopt a resolution authorizing an agreement with California Department of Public Health Tuberculosis Control Branch for funding to provide tuberculosis civil detention services for the period of July 1, 2020 through June 30, 2021, in an amount not to exceed $107,310.

BACKGROUND:
Tuberculosis Control programs are an essential part of every County in the State. These programs provide Tuberculosis (TB) case management, directly-observed therapy (DOT), and monitoring of TB cases to ensure medication compliance with treatments prescribed. Per California Code of Regulations Title 17 Section 2624, a County health officer can order non-compliant TB patients to be admitted to a custodial facility to ensure that the patients receive appropriate TB treatment and prevent further spread of TB in the community.
Telecare Corporation (Telecare) operates Cordilleras Mental Health Rehabilitation Center (Cordilleras), the Regional Civil Detention Site for non-adherent TB patients with mental health diagnoses in Northern California. Telecare provides psychiatric treatment services and DOT services for non-adherent TB patients. There are only two sites available in the State for this purpose. Due to County Health's existing relationship with Telecare and the location of their office, the California Department of Public Health (CDPH) Tuberculosis Control Branch has asked that County Health contract with Telecare to provide these services to local health jurisdictions in Northern California. CDPH provides pass through funding to San Mateo County to pay Telecare for the services.
