Adopt a resolution authorizing a second amendment to the agreement with Todd Finnemore, PsyD, for capacity evaluation services, adding $150,000, for a total amount not to exceed $350,000, with no change to the term of the agreement.

BACKGROUND:
Aging and Disability Services (ADS) provides a wide range of services to assist seniors, people with disabilities, and dependent adults to live as safely and independently as possible in the community.
Within ADS, Adult Protective Services (APS), the Elder and Dependent Adult Protection Team (EDAPT), and Probate Investigation (PI) Unit assist adults 60 and older and dependent adults ages 18 through 59 with disabilities when they are unable to meet their own needs or are victims of abuse, neglect, or exploitation.
Some APS/EDAPT/PI clients require capacity evaluation services to assess their capacity to handle basic daily living activities, more complex activities of daily living, and/or their ability to create a will or trust, manage finances, and/or make medical decisions. These evaluations may support petitions for probate conservatorship and/or be used in criminal investigations and court cases. Capacity evaluations also help ADS staff determine the appropriate level of intervention and support needed to protect clients from abuse or self-neglect while maximizing clients’ right to self-determination in the least restrictive setting.
In July 2024, ADS issued a Request for Proposals for capacity evaluation services. Todd Finnemore, PsyD, was among the selected providers.
