Subject: Measure K Agreement with MidPen Housing Corporation for the construction of the Midway Village Early Learning Center

Measure K: Recommendation to:
A) Adopt a resolution authorizing a grant agreement with MidPen Housing Corporation to support construction, furnishing and equipment purchases for the Midway Early Learning Center for the term of January 28, 2025, to January 27, 2029 in an amount not to exceed $1,000,000 and authorizing the County Executive, or designee, to execute the grant agreement; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $1,000,000 appropriating Measure K funds from Non-Departmental Services Reserves to Non-Departmental Services Miscellaneous Other Contributions in support of the Midway Early Learning Center.

BACKGROUND:
The Midway Village affordable housing project was developed by the Housing Authority of the County of San Mateo in the mid-1970s. The development included a childcare center originally operated by the Bayshore Child Development Center. Peninsula Family Services ("PFS") took over operation of the Midway Early Learning Center ("Midway ELC") in 2012.
The Midway Village Redevelopment Project ("Project") began in 2017 and has spanned several years. In 2017, the Housing Authority of the County of San Mateo released a Request for Proposals seeking experienced and qualified developers interested in redeveloping, owning, operating and managing multiple phases of affordable housing at the Midway Village site and MidPen was chosen as the developer.
Construction of Phase 1 of the Project was completed in December 2023, providing 147 units of affordable, income-restricted housing, and is now fully occupied. Phase 2 of the Project is now underway and will provide new construction of 111 units of new affordable incom...
